Ms. Massey, a former public sector IT leader with nearly 25 years of experience, established The CIO Collaborative in 2005 to provide management consulting services to the public sector. She also serves as a Senior Fellow with the Centers for Digital Government and Education. Ms. Massey is a former award-winning Columnist for Public CIO Magazine and served as an adjunct professor in the Executive MBA program at University of Nevada, Las Vegas from 2005 - 2010. During her public sector career, Ms. Massey served as the IT executive for the City of Los Angeles. She was with the City at a very exciting time, leading a successful implementation of 3-1-1 and various other technology initiatives. In 2004, she was recognized by Government Technology in the Top 25 Doers, Dreamers & Drivers of IT in Government.
Prior to that, Ms. Massey served as San Francisco’s Executive Director of the Department of Telecommunications & Information Services. Under her direction, the Department took a leadership role in improving government services through technology initiatives. As a result, San Francisco was listed in Civic.com’s Civic 50 Winners for using “technology — and the Internet in particular — to improve the way government does business.”
Ms. Massey received the West Gold Award - Best Contributed Column, American Society of Business Publication Editors in July 2009 for her Straight Talk column in Public CIO Magazine. She was also a contributing author for IT Budgeting and Decision Making: Maximizing Your Government’s Technology Investments, published by GFOA and CIO Leadership for Cities and Counties: Emerging Trends and Practices, published by PTI in 2009. Ms. Massey also served on the Harvard University, Kennedy School of Government – Leadership for a Networked World Research Group in 2008.
Ms. Massey also co-authored a lessons learned guidebook, Smart Permitting – A Blueprint for Success, as well as, authoring several white papers for the Center for Digital Government.
She has a BS in Computer Science and Accounting and a Masters in Public Administration.
